Mullaperiyar Dam Issue Mullaperiyar Dam: Bridle to Kerala Govt

Tamil Nadu Chief Minister M.K.Stalin has written a letter to Union Environment and Forest Minister Bhupender Yadav saying that the Central Government should not consider the proposal proposed by the Kerala Government to carry out a study on the construction of a new dam in Mulla Periyar in defiance of the Supreme Court’s order.

In the letter, Tamil Nadu strongly objects to the Central Government’s consideration of the proposal proposed by the Kerala Government to carry out a study on the construction of a new dam at Mulla Periyar in violation of the Supreme Court’s order. The existing dam has repeatedly been found to be safe in all aspects by various expert committees and the Supreme Court has clarified it in its judgments dated 27.02.2006 and 07.05.2014.

Later, in 2018, when the Kerala government tried to carry out a study to build a new dam, the issue was taken to the Supreme Court on behalf of the Tamil Nadu government. I would also like to point out here that the Supreme Court has already given a clear verdict that any action regarding the construction of a new dam requires the approval of the Supreme Court.

Therefore, the current process of preparation of Environmental Impact Statement by Kerala Irrigation Design and Research Board and its consideration by the Environmental Expert Assessment Committee of the Central Government is certainly an act of contempt of the Supreme Court orders.

Our objections on this issue have already been detailed to the Additional Chief Secretary, Water Resources Department, Government of Tamil Nadu, to the Union Environment and Forest Department and to all the members of the Expert Assessment Committee. If the relevant departments do not comply with the earlier orders issued by the Supreme Court on this issue, strong legal action including contempt of court petitions will be taken on behalf of the Tamil Nadu government.

Therefore, in the agenda of the Environmental Expert Assessment Committee meeting to be held on 28th, remove the discussion item related to the preparation of the Environmental Impact Statement for the construction of a new dam in Mullai Periyar, and to the Central Environment and Forest Department officials not to consider any such concept of the Government of Kerala in the future. I strongly request that the member-secretary of the Environmental Expert Appraisal Committee should also order.

Considering the seriousness of the situation, I request the Union Minister of Environment and Forests to personally intervene in this immediately,” he said.
